What is a Community of Interest?

A community of interest is a geographically cohesive area, such as a city, neighborhood, or ethnic enclave that tends to have similar interests and votes as a bloc. Some states are required by statute or by redistricting guidelines to keep communities of interest intact during the redistricting process.
