What is a Control Field?

In redistricting, a control field is the primary field being balanced in a redistricting plan.

Population is typically the control field for political redistricting as political districts are required to have equal populations. For other redistricting applications the control field may be something other than population. For example, the elementary school age population would be an appropriate control field for building elementary school districts.
