Why Can’t I Create Territories Using Census Blocks?

Last Updated: October 10, 2025

Users can easily create territories using mapping software. When you are creating territories in Maptitude, you have the option to set what geographic layer you want to use as the building block for your territory map. Users can use geographic area layers in Maptitude like the ZIP, County, and State layers as well as layers purchasable in the Maptitude store, like the Census Block layer.

If you do not see the Census Block layer as an option in the Territory Manager, try the following steps:

  1. Make sure the downloaded ccBlock.cdf file is in your country package folder, for example “USA (HERE) – 2024 Quarter 4” folder.
  2. Once you have moved it, go to Map > New Territory Layer…  to create a new territory layer. You should see the Census Block in the Geography Layer drop down menu.
